Tokyo, Friday, Nov. 30--Foreign Minister Koki Hirota today publicly confirmed the grim determination of the Japanese government to denounce the Washington Naval Limitation Agreements.

In a blunt speech before a special session of the imperial Diet--the Teikoku Jikai--the Foreign Minister asserted that Japan proposes abolition of the ratio principle of naval strength between herself, Britain, and the United States and "Establishment of a common upper limit for the powers concerned."
