Latest organization of serious-minded but satirical collegians is the TaxCENTinels, formed at Rensselaer Polytechnic Institute in Troy, N. Y. Procedure of the organization is this: First, collect all the pennies available in a town or city, forcing business men and bankers to be handicapped by their scarcity. (R. P.
