FALL RIVER, Mass--A cigarette discarded on the gasoline-glazed surface of Taunton River was blamed tonight for a terrific explosion and fire in which 19 persons were injured and the tanker Elwood partly wrecked today. Aside from those hurt, 30 crew-members escaped by flinging themselves into the water as oil-fed flames streamed on the metal deck.
