Counsel for Dr. Miriam Van Waters yesterday began the defense of the ousted penologist before Governor Dever's three-member appeals commission sitting in Langdell Hall.

Elliott E. McDowell, Massachusetts Corrections Commissioner, appeared before the special commission for the first time. Erwin N. Griswold, member of the commission and Dean of the Law School, presided at the hearing.
