A petition bearing the signatures of 1,000 students opposed to the anti-subversive bill was sent to Governor Dever last night by Walter C. Carrington '52, president of the Liberal Union.
The petition was originally supposed to reach Dever before he had considered the bill. Dever, however, approved the bill without making any announcement, Saturday night.
The letter to Dever says: "Enclosed you will find the signature of 1,000 Harvard students protesting the ill-considered anti-subversive bill. This petition was to be presented to you personally on Monday, but your hasty signing of the bill precluded such action."
The letter continues: "As an organization which proudly supported you and your administration in the past, the Harvard Liberal Union is deeply disappointed at your action. We had hoped that you would exhibit the same integrity and Americanism as did the President of the United States and the Governor of Illinois when they were faced with similar bills."
Carrington stated that the H.L.U. and the signers of the petition consider the bill "unconstitutional and unnecessary in that the threat which it tries to meet has been over-exaggerated."
Specifically, the bill outlaws the Communist Party and all subversive groups. Any person belonging to a subversive group would be liable to fines up to $1,000 or imprisonment for two years, or both. Persons convicted would be barred from holding a teaching job.
