French Vote 4-1 For Government, New Constitution

PARIS--France Sunday approved Premier de Gaulle's new constitution by an overwhelming vote. The action registered a firm expression of confidence in De Gaulle himself.

Complete and official returns from 43 of France's 90 departments--counties--gave 6,200,185 yes votes and 1,488,638 no votes.

Returns from France's vast overseas territories, with more than 15 million registered voters, were slow coming in.

The constitution, incorporating strong executive powers demanded by De Gaulle and offering the overseas areas partnership under the Tricolor or independence from the mother country, was expected to have rough going in one or two territories.

Lease Arrangements Made

LITTLE ROCK, Ark.--Authorities labored Sunday to open Little Rock's four high schools quickly, but their efforts to begin segregated classes ran head-on into a new court crisis.

The private school plan will be attacked this morning in Omaha, Neb. There, a two-judge federal court will hear an injunction plea seeking to stop the Little Rock School Board from leasing its properties to a private corporation.
