The recent election of James Russell Lowell, minister to the court of St. James, as lord rector of the University of Glasgow, seems to have occasioned considerable discussion. A few days ago a resolution of inquiry was offered in the House of Representatives for "information as to whether the minister to Great Britain has received any title of nobility, such as 'lord rector,' from any foreign state, and whether such English lord is still retained in the service of the United States.
