The football rules committee, in its annual session at New York Saturday, made no radical changes in the playing code. The chief alteration is the elimination of the forward pass out of bounds. Under the new ruling, brought forward by Coach Haughton of the University team, any forward pass which goes out of bounds shall be considered an incompleted pass, whether it strikes a player or not, and if it occurs on the fourth down the ball shall go to the opponents at the last line of scrimmage.
Numbering of players, while not made mandatory, was favorably recommended by the committee. In the future no player may be resubstituted except at the beginning of a period, thus preventing the sending in of men any time in the last quarter. Penalties added are 15 yards for unsportsmanlike conduct and 10 yards for unnecessarily running into a player after the whistle has blown. A fourth official was named, to be known as the field judge, who shall act as timekeeper, and aid the umpire in carrying out his duties.
One of the chief features of the meeting was the retirement of Walter Camp from the rules committee and practically from football in general. He was unusually honored by being elected "member emeritus" for the rest of his life. Professor R. N. Corwin, of Yale, will fill the vacancy henceforth.
