WILLIAM PHILLIPS '00 MADE U. S. MINISTER TO HOLLAND

Announcement has been made by the State Department in Washington of the appointment of William Phillips '00, LL. B. '03, of Boston, to the position of American minister to the Netherlands and Luxemburg. Mr. Phillips is the first Republican who has received a diplomatic office during the present administration.

After securing the degree of Bachelor of Laws in 1903 Mr. Phillips immediately entered upon his diplomatic career as private secretary to the American Ambassador at London. Afterwards he was transferred to Pekin, and returned to the United States in 1908 to occupy the position of Chief of the Division of Eastern Affairs. He was soon made Third Assistant Secretary of State, but was transferred to London, where he remained until his temporary retirement from the diplomatic service in 1912. Under President Wilson in 1914 he resumed his duties as Third Assistant Secretary of State. Quite recently he was raised to the position of Under Secretary. Mr. Phillips is at present in London on a personal visit.
