The Army and Navy,--"both should be strengthened rather than weakened. A people who neglect their national defence are putting in jeopardy their national honor." In speaking of this attitude taken by the President towards the maintenance of the nation's defences, Lieutenant Colonel W. S. Browning, head of the Military Science department declared:

"Why that is bully! I am glad that the head of the nation has come out so emphatically in favor of strengthening our national defence. The army personnel more than any other class of people does not want war. The only excuse for the army's existence is to do away with weakness which would invite imposition. When its power is reduced to the danger point, as it is now, it should be strengthened. That is the gist of the President's view. In my opinion, he has shown sound, sane judgment."
