"Law must and can be substituted for War" was the message that Frederick J. Libby. Executive Secretary of the National Council for the Prevention of War, delivered last night in his speech on "War Prevention Versus War Preparedness" at the first meeting of the Debating Union held this year in the Living Room of the Union.
Mr. Libby declared that hatred and armaments are again piling up throughout the world. He referred to the feeling of the Germans which, he said, has turned from a hatred of all war to a more terrible hatred of the French people, since the latter nation invaded the Ruhr. He warned against the "Preparedness for Peace" propaganda, which he claims is being spread throughout the United States by the military authorities.
Good Will is the Oil of Peace
"Law can be substituted for war. That is only a natural step," he said. "Civilization has advanced as law has advanced. We must build up the machinery through which to prevent war, we must build up public opinion to support this machinery, and we must build up a national and international feeling of good will to lubricate this machinery.
"The League of Nations and the World Court are machinery. There is no doubt but that it is the League, since 55 nations out of 64 are in it. To be sure Articles X and XVI are dangerous to as but we should join it with these reservations.
"The only thing that will bring peace is the machinery of peace. The machinery of war will bring nothing but war!'
