CHANGES IN FOOTBALL RULES CONTEMPLATED

Questionnaire Sent Out by National Rules Committee--Action on Replies To Be Taken in February

In an endeavor to consider the possibility of changes in football rules for next year, the National Rules Committee, of which William J. Bingham '16 is the New England representative, has sent a questionnaire to football coaches all over the country.

The committee raises three points: first, the question of allowing the kicking team to advance a legally recovered kicked ball: second, the return to the former rule which allowed the defensive team to advance a fumble after the ball had struck the ground: third, allowing the defensive team to advance a recovered lateral pass whether or not it is recovered in the air.

Coaches were asked to send in any other changes in the rules that they might favor. It was suggested that the present "dead-ball" rule should be abolished. As an example of the inadequate ness of this rule. Bingham cited a play in the Harvard-Dartmouth game, when a Dartmouth player caught a kick-off, stumbled to one knee, and was stopped by the referee, with no Harvard man within 20 yards of him.

The committee expects all the answers to be returned by December 1, but no action will be taken until February
