Nov. 13--The United States threw its full authority tonight behind a plan to control all manufactures and sales of munitions, advanced as a short cut throughout the labyrinth of European politics toward the ultimate goal of disarmament.

Convinced that efforts for world disarmament stand no chance in the near future, the State Department revealed its substitute, more modern plan.
