Although improved over past years no reorganization of Government 1 would as yet be cramped by limited room for improvement.

Reading assignments have been changed for the better and one feature of the course is praiseworthy. The practice of calling in various members of the department to lecture on their special field relieves monotony, and makes for the most competent presentation of subject matter. It also introduces budding government majors to prospective lecturers.

But the emphasis in the lectures and especially in the reading on the mechanics of government is misplaced.

In some instances the machinery of a government determines the nature of its dynamic force. To that extent the static approach can not be neglected. But if an elementary course is calculated to attract, not dissuade men from following its field, Government I must concern itself more with the living forces of the states studied.

The relations between governments conditioned by the attitudes of races and moulded by aims and ambitions of leaders are the significant, intriguing factors for the student. Not the process of effecting cloture in the Chamber of Deputies.
