Goodrich, Penn Law Dean, and Landis of S.E.C. Possible Successors to Pound

New Deal Henchman May Not Ask For Further Leave of Absence From University

NO WRITER ATTRIBUTED

Herbert F. Goodrich, Dean of the Pennsylvania Law School, and James M. Landis, at present chairman of the Securities and Exchange Commission, are, according to well informed reports, two of the most prominent "dark horse" possibilities of those now being considered for Dean of the Law School.

Goodrich, 47 years old, received his LL.B. degree here in 1914, and then joined the Law faculty of lowa State University. In 1922 he left his position as acting dean there to become a professor of Law at the University of Michigan. He has held his present position since 1929.

Liked by Court

In many respects he seems to possess those qualifications which Mr. Conant values most. Goodrich has already demonstrated his ability as an educational administrator in his present post. He is known to be an excellent research man and is considered an authority on Conflict of Law and Torts. He is understood to be held in high esteem by members of the Supreme Court. In fact his only drawback would seem to be that he has had no practical legal experience.

Landis, who has now been on leave from the Law School for three years, is reported to be considering strongly resigning his job as one of the key men of the New Deal to return to his teaching post. Landis has not split with Roosevelt and is known to be one of the staunchest supporters of the present administration, but desires a return to private life.

Term Expires in June

His term as chairman expires June 30 of this year. It is said in Washington that he will notify University Hall soon whether he desires another leave.

Landis, considered one of the most brilliant law students ever graduated from the Law School received his degree in 1924, and was immediately taken to Washington as secretary to Justice Brandeis. Both Landis and Goodrich are registered as members of the Democratic party. It is thought extremely likely that President Conant will announce Pound's successor before the college year closes.
