WASHINGTON--In an apparent attempt to strengthen the New Deal's fight against acute agricultural conditions, and quiet mounting criticism of Administration Farm legislation, Secretary of Agriculture Henry A. Wallace late today ordered sweeping personnel and administrative changes in his department.
