James P. Baxter, 3rd, Master of Adams House until last spring, will speak at 2 o'clock this afternoon in the New Lecture Hall on "Some Aspects of the American Naval Policy."

Baxter, now President of Williams College, was for many years Associate Professor of History here. In 1935 he expressed his views on the United States Neutrality Policy in an article for the CRIMSON.

"By its departure from its traditional neutrality policy, the United States has increased its responsibilities beyond the requirements of international law, without eliminating the possibility of involvement in economic complications or of affording substantial assistance in the maintenance of peace. . . . It may be doubted whether the extremer forms of isolation are practicable under modern conditions."
