Langdon P. Marvin, Jr. '41 of Eliot House and New York City, was elected president of the Student Council to succeed Phil C. Neal, at a meeting of the Council held yesterday for the induction of new officers.

At the same time, the council chose E. Langdon Burwell '41 to serve as next year's treasurer succeeding Douglas Mercer '40, while Seth C. Crocker '41 was named Secretary, a post now held by Frederick Holdsworth, Jr. '40, Eugene D. Keith '42 will serve as Student Council Representative in Charge of Freshman Affairs.

Reports of the retiring officers covering the year's activities of the Council were read at yesterday's meeting, the last to be held until next fall.

In the part of his report concerning the Council's recommendations for reducing the board rates and improving the service in the House dining halls, Neal urged that a plan for student waiting be tried "experimentally in one of the Houses next year.

"Whether either such a plan or the suggestions of Mr. Walsh, the expert (hired by the University to conduct an investigation of the College dining halls), can effect a reduction in board costs remains to be seen."

Neal urged the new Council to continue its attempts to secure revision of the distribution requirements. Reviewing the attempts of the 1939 Council and the present Council, urging the Faculty to set up broad "Areas" of Concentration, he said that the Student Council Committee on Education, headed by Blair Clark '40, will soon submit a report "describing in detail suggested Introductory Area courses" and answering objections to them.

Honors Candidates Not Free Enough

For next year Neal urged that a Committee on education consider whether "Seniors who are not honors candidates do not have too much freedom the last half of the year." He also suggested that perhaps the freedom of honors candidates should be increased.

In the treasurer's report Mercer recommended that as an economy measure the Council discontinue support of the Freshman Smoker. As a means for achieving 100 per cent collection on Council pledges, Mercer said that students should be charged for their pledges on their second term bill.
