WASHINGTON--Sen. Chan Gurney, R, S. D., said tonight that he will introduce legislation, probably on Thursday, to authorize drafting youths of 18 and 19 for military duty--a step that he said already has been "delayed too long."

The War Department repeatedly has urged revision on the Selective Service Act to permit induction of youths in the 18-19 ago bracket but legislators have been reluctant to act until after the November elections.
