The National Security Training Commission, charged last June with preparing outlines for a Universal Military Training program, will hand down its recommendation this week. If the measure is enacted, the program will operate on a limited basis, with 60,000 men between the ages of 181/2 and 19 to be called beginning next July 1.
According to the present recommendations, the men called will serve in the National Security Training Corps for six months. Military authorities want this to be followed by a year and one-half of active duty. If Congress rejects this provision, however, defense leaders plan to call the men to active duty as reservists.
When the program is in full operation, about 800,000 men will be inducted yearly.
