The special State legislative commission investigating Massachusetts Communist activities will submit a report to the Legislature at 4 p.m. today recommending the enactment of a law similar to the Maryland Ober Act, it was reported last night.

The Ober Act provides for a fine of $20,000 or 20 years imprisonment, or both for persons convicted of teaching, aiding, or advocating the alteration or overthrow of the present constitutional form of government by force.
