SAARBRUECKEN, Monday, Dec. 1-- Franco won a strategic victory in its long struggle with Germany for control of the Saar and its rich coal and steel resources in elections Sunday.

Complete official returns from the voting for a new Parliament showed the French-backed Saar government which supports economic union with France was returned to office by a clear majority.

The CIO divided into two rival camps yesterday in a convention eve tug-of-war over choosing a successor to the late CLO President Philip Murray.

The two fending factions were headed by Allan S. Haywood, the CIO's executive vice-president, and 45-year-old Walter Reuther, president of the United Auto Workers, the CIO's largest union.
