Cambridge University in England also has its expansion problems. A plan to halt expansion was proposed in the report issued by the General Board of the University.

The Board said that colleges, already crammed, must cut down their numbers, and that no new faculties will be formed and no new staff engaged. The group also claimed that the present ever-increasing emphasis on scientific research is in direct conflict with the corporate college life.

The statement of policy said that "Continued expansion at the present rate would not be in the best interests of the University.
