One hundred sixty-six Harvard faculty and administration members have signed a petition demanding that President Johnson "create a continuing protective force to be dispatched to trouble spots in Alabama and Mississippi and to be on hand as long as necessary."

The petition states that "it is not enough for the President to say that he will 'investigate.' It is not enough for him to appeal to the courts after each instance of violence."

Citing Article 11 of the Constitution and other laws and precidents, the petition claims that "there is no problem of law," but only "a problem of will."

The petition, which appears as a half-page advertisement in today's New York Times, also carries the signatures of 250 faculty members from 13 other colleges.

Contributions from the signatories and supporters exceeding the cost of the advertisement may be used either for similar advertisements in other news media or for the demonstrators arrested Saturday in the Federal Building.
