MOSCOW, April 24--Parachute straps of Soyuz 1 fouled Monday in landing preparations to earth, killing Cosmonaut Vladimir Komarov, the government announced.

The first announced fatality in space flight of either the United States or the Soviet Union came after the Soyuz had completed more than 24 hours in orbit on its maiden voyage. It was the first Soviet space flight in 25 months.

The accident may delay the Soviet race to the moon with the United States as scientists try to find out what went wrong.
