NEW YORK, Feb. 20--In a key Congressional by-election, Johnson Democrat Bertram A. Podell defeated McCarthy-endorsed Melvin Dubin.
With votes from 357 of 358 precincts in the Brooklyn district, the vote was Podell 29,982, Dubin 23,474, Republican Gerald L. Held 3935, and Conservative Michael T. Anjello 2876.
Dubin, a registered Democrat, ran as an independent in order to oppose Podell. The election was widely heralded as a test of public sentiment on the war in Vietnam.
