The staff is optimistic that there can be a peace in the former Yugoslavia. But the history of the conflict strongly suggests that isn't so.

The fact is that the Serbs aren't in the business of honoring treaties or agreements. And stopping the fighting now for some kind of treaty is morally wrong. These aggressors must be forced to retreat and must be punished.

What the staff suggests will allow the Serbs to play a game of chicken with the NATO allies. The West, the staff suggests, should use ultimatums and threats to force retreats. The problem is, the ultimatums and threats will have to stop sometime, and that is when the Serbs will continue the fighting and the killing.

The other problem is that the staff position implicitly suggests that we should trust the judgment of President Clinton and the group of dovish moral relativists that pass for foreign policy experts in his administration.

There is only one solution that will change the dynamic in the region. It's a solution that should have been used years ago, and it might have saved millions of lives.
