The fact is that the scholar does not always appear well in politics. Take the government of our schools and colleges. The organization is imperfect. They are controlled too often by private animosities, family interests and compacts, and every form of nepotism, or may become subject to this power of a boss, so that they are not better nor worse than the powers of administration at Washington. Take the organization of the school at Andover, where an old and learned faculty and a large and respectable body of trustees are subject, on the most critical questions, to a board of three men, and this board having the power of perpetuating itself!
