Civil Service Reform Club.

The Civil Service Reform Club held its second smoke talk of the year in 23 Claverly last night. Dr. A. C. Coolidge gave a most interesting account of the Russian system of civil service, consisting of a bureaucracy in twelve grades which constitute the corresponding ranks of the nobility.

Professors Edward Cummings and A. B. Hart have consented to be present at the next two smoke talks which will complete the series. Two public lectures will be given under the auspices of the club in the course of the spring, the dates and subjects of which will be announced later.
