GERMANY'S POLICY OUTLINED

DR. E. VON MACH CLAIMS SELF-DEFENSE AGAINST MODERN WARFARE.

Dr. E. von Mach, in speaking to the International Polity Club last night, said that what Germany is really seeking now is a settled condition of affairs She is not seeking dominion, as so many believe; but if her access to the sea through Belgium and Holland is cut off, it is only natural that she should assert herself; her policy is one of self-defense against the modern "starvation" method of warfare. Germany's advance, Dr. von Mach said, is due to her policy of efficiency at home and the "open door" everywhere--the system of efficiency which Germany would like to see generally established.

In closing, Dr. von Mach said that the United States was losing her chance to become the greatest power toward world peace; that President Wilson could have taken the role of arbiter of the present conflict, at least in investigating and making public the real truth of the so-called atrocities; but instead of that, the United States is rapidly losing prestige among the warring nations.
