America May Fortify Guam, Marshall Tells '42 Group

Contrary to the opinion of Walter Lippmann the United States is perfectly justified in fortifying Guam, Kendrick N. Marshall, instructor in Government declared in an address last night before the Freshman American Civilization Group on "American policy in the Far East."

This is because the 9-Power Treaty by which this country agreed not to erect fortifications in the Western Pacific, was annulled by the Japanese in 1934, Marshall said.

Marshall's address was a sketch of Sino-Japanese-American relations since the Revolution, with special emphasis on the part after 1900.
