Television and the formation of a new committee to enforce rules head the agenda when the NCAA holds its annual business meeting in Cincinnati this afternoon.
The Association's television committee spent all yesterday drafting plans which will be made public today. The program will determine whether or not the NCAA will continue to control televising of football games.

The group also agreed to allow athletic scholarships covering students' educational expenses.
