Hamuel H. Beer, chairman of the department of Government, was elected state chairman of Americans for Democratic Action at the organization's annual convention in Boston yesterday. The delegates chose Arthur M. Schlesinger, Jr. '38, professor of History, as a vice chairman, while they gave offices to three others from the University.

The aim of the A.D.A. in the coming election year, according to Schlesinger, will be to serve as a rallying point for the independent and the liberal elements in the state. The former group, he estimated, comprises about one third of the Massachusetts voters.

The report of the political committee, under Beer's chairmanship, also called for support of a liberal program. The report noted that on most questions "the Democrats are in sympathy with our views," but maintained that they "have been less liberal on the question of civil liberties than Republicans, with certain outstanding exceptions."
