Although nobody at Harvard would admit it, Yale's announcement this week of the opening of its Graduate School of Organization and Management next fall steals some of the thunder from Harvard's bold plans for an expanded public policy program.

The emphasis of the school will be different from Harvard's approach because Yale will instruct public and private officials in business and government at the same time. Harvard has always believed that public administration and business don't mix that well.

It seems to officials at Harvard that when students are presented with the choices side by side, they will usually opt for the master's in business administration, usually worth about $22,000 to the bearer, instead of the less prestigious master's in public administration.

Yale's program isn't expected to affect Harvard's fund drive for public policy, though.
