Twenty-five other cities have approved similar measures, but Cambridge would have been the first to ban existing work.

Charles Stark Draper Laboratories, a Tech Square firm has $140 million in defense contracts, and officials said that Draper would move from the city if the referendum passed.

Director of Counting Sandy Scheir said that election officials hope to have the official tally completed by this afternoon.

Other election workers spent yesterday certifying the results of Wednesday's first count of the returns for the city council election Four Candidates--incumbents Walter J. Sullivan. Saundra Graham, Alfred E. Vellucci, and challenger Alice Wolf--reached the quote of 2865 votes necessary to win one of the nine seats.

Workers will complete the certification today, then begin transferring the surplus of those four contenders to other candidates in Cambridge's complicated system of proportional representation. Others will begin the first count in the school committee race.
