Mrs. Anson Chan, former Chief Secretary for Administration for Hong Kong, speaks at the Rama S. Mehta Lecture at Racliffe Institute for Advanced Study. Mrs. Chan was the first Chinese and also the first female to have held that position in the Hong Kong government.
